Compliance

E-invoicing is coming for every UAE company. Here are the dates.

The UAE is moving all business invoicing onto a structured electronic system built on the Peppol network. Invoices become machine-readable XML, exchanged through an Accredited Service Provider, with the Federal Tax Authority as a party to the exchange.

It is being introduced in phases, and unlike most compliance stories this one has hard published dates and published penalties. If you are incorporating a UAE company now, these deadlines are already in your future, so it is worth knowing them before someone sells you a "compliance package" to solve them.

The timeline

PhaseWhoAppoint an ASP byMandatory from
VoluntaryAny VAT-registered business—Open since 1 July 2026
Phase 1Revenue AED 50m and above30 October 20261 January 2027
Phase 2Revenue below AED 50m31 March 20271 July 2027
GovernmentGovernment entities31 March 20271 October 2027

The Phase 1 ASP appointment deadline was extended from 31 July to 30 October 2026. If you read an earlier article quoting July, it is out of date.

Which phase are you in?

For almost every company we help incorporate, the answer is Phase 2. A new free zone consultancy or trading company is not turning over AED 50 million. That gives you until 31 March 2027 to appoint a provider and 1 July 2027 before it is mandatory.

That is not far away, but it is far enough that you do not need to buy anything today. Anyone creating urgency about e-invoicing for a company that hasn't issued its first invoice is selling, not advising.

A deadline nine months out is a diary entry, not an emergency. Treat anyone who presents it as an emergency accordingly.

What non-compliance costs

FailurePenalty
Not implementing by your deadlineAED 5,000 per month of delay
Issuing non-compliant invoicesAED 100 per invoice, capped at AED 5,000 per month
Late notification of a system failureAED 1,000 per day

Two things worth noticing. The per-invoice penalty is capped monthly, so a high-volume business is not exposed without limit. And the system-failure notification penalty is daily and uncapped, which makes it the sharpest of the three.

What actually changes in your business

Less than the phrase "e-invoicing mandate" suggests, for a small company:

The honest advice

  1. Work out your phase. Above or below AED 50 million. For most new companies this takes one second.
  2. Put the two dates in your calendar now. ASP appointment, then mandatory start.
  3. Ask your accounting software whether they'll be an ASP or integrate with one. If you are choosing software during setup, ask this before you commit, not after.
  4. Don't buy an e-invoicing solution during company formation. You have months, the provider market is still maturing, and bundling it into a setup package is a way to add margin to something you could arrange yourself later for less.

That last point costs us money to write. It is also true, which is the arrangement we prefer.

Verified against published Federal Tax Authority e-invoicing guidance as at 30 September 2026. Phased mandates get adjusted, and the Phase 1 ASP deadline has already moved once. Confirm current dates with the FTA before acting. We are company formation consultants, not tax agents.
