VAT

The VAT rules changed on 1 October. Here's what actually matters.

Cabinet Decision No. 149 of 2026 rewrites nine parts of the UAE VAT Executive Regulation, and most of it took effect on 1 October 2026. It landed a day after the corporate tax filing deadline, which is why a lot of founders are hearing about it late.

Most coverage of this is written for tax directors at large groups. Here is the version for someone running a small UAE company, including the honest answer that several of these changes probably don't affect you at all.

What changed, and when

AreaEffective
Articles 29, 41, 52, 53, 54, 57 and 60 — including cash payments, employee benefits, medical supplies and asset classification1 October 2026
Article 55 — the input tax apportionment methodologyFirst tax year beginning after 1 October 2027

Note the gap. The apportionment change has a long runway and does not bite this month, despite being the change most widely written about. Anyone telling you that you must act on Article 55 right now has not read the dates.

The cash payment rule

This is the one most likely to surprise a small business. Article 54 now restricts input tax recovery on supplies above a certain value when payment is made in cash.

The important caveat: the decision does not state the threshold. It says the amount will be specified separately by a Ministerial Decision. So as of today, the mechanism exists and the number does not.

What that means practically:

Who this genuinely affects

Being straight about relevance, because most founders reading this run a consultancy or a trading company with a handful of invoices:

If you are…Does this matter?
Cash-heavy (retail, F&B, trade)Yes. The cash rule is aimed squarely at you. Watch for the Ministerial Decision.
Making both taxable and exempt suppliesYes, eventually. The apportionment change is real but starts after 1 October 2027.
An employer providing accommodationYes. The rules on employee benefits tightened.
Buying capital assets over AED 5 millionYes. Classification rules changed.
A healthcare providerYes. Zero-rating definitions were revised.
A small consultancy, paying by bank, fully taxable suppliesProbably not, this month. Stay registered, keep filing, revisit before the 2027 apportionment date.
A rule changing is not the same as a rule changing for you. Consultants who blur that distinction are selling urgency, not advice.

The thing nobody mentions when selling you a licence

VAT registration is a separate obligation from your trade licence and separate again from corporate tax. Three regimes, three sets of deadlines, three ways to be non-compliant while believing you're fine because you paid for a "full setup package".

If the firm that incorporated you has never once contacted you about a filing date, that tells you what the package actually covered.

What to do this month

  1. Confirm whether you're required to be VAT registered at all. Plenty of small UAE companies are below the mandatory threshold and registered anyway, or above it and haven't noticed.
  2. Move significant supplier payments off cash. Cheap insurance against a threshold that hasn't been published yet.
  3. Diarise the Article 55 date if you make both taxable and exempt supplies. It's more than a year out; handle it deliberately rather than in a panic.
  4. Ask your accountant, not your setup consultant. Including us.

Verified against published summaries of Cabinet Decision No. 149 of 2026 as at 30 September 2026. The cash-payment threshold had not been published at the time of writing.
